"In the wake of a civil conflict, the city of Sanctum is home to a plethora of gangs and organizations. Of those groups, there are three that own a majority of territory. The two remaining mafia families, Sol, and Mephisto, and the city police authority, the Sanctum Defense Force. After an attack is staged in the center of the city, a mystery unfolds."
